Here is an even better solution than my first:

If you want to move the custsymb folder to a new location, try this first
in the MapBasic window:

     Choose Options>Show MapBasic Window and type the following command in
the MapBasic Window and press enter:

     Reload Custom Symbols from <new symbol directory>

This will only be set during this session in MapInfo.

     To make this directory permanent, edit the Startup.wor file that is
located in the Windows directory and add this command.
     If there is no Startup.wor file in the Windows directory, create it as
follows:

     !Workspace
     !Version 400
     !Charset WindowsLatin1
     Reload Custom Symbols from <new symbol directory>

Make sure to save the Startup.wor file as a text file.
