Many thanks to all who supplied me with information, particularly Uffe Kousgaard who 
sent me an example to experiment with.  Here is a summary:

QUESTION:
I wanted to know if anyone could recommend a good way to begin to learn Delphi, and 
then how this could be used alongside MapInfo.

ANSWERS:
I was supplied with some suggested reading and a lot of web links.  The first 
recommendation was to do a search for Delphi examples at 
http://www.directionsmag.com/tools/search.asp

The best books are apparently ones from Marco Cantu (http://www.marcocantu.com)
