Hello Darrin, Unfortunately, this level of cross-table analysis is (I believe) more than can be accomplished with MapInfo's SQL implementation. MapInfo/MapBasic has built-in functions to find percentage overlaps. If you do not want to buy MapBasic, there are some developers on the list who may be able to create this fairly simple tool.
