The best projection for Saudi Arabia is the Rectified Skew Orthomorphic projection devised by Mr. Tony Cavell. I have "cc'ed" him with this message. I recommend that you contact Mr. Cavell directly for the parameters and details. It is my understanding that the Saudi RSO is used by the National Utility Company. Of course, he is one of my past graduate students. :-)
