There is mention of this problem on the MapInfo web site in their knowledge base. We have had similar problems plotting transparencies with HP plotters and MI. The solution appears to be setting an option in MI.
Select Options > Preferences > Output Settings In the output method of the printing options select "Print Using Enhanced Metafile (EMF)" instead of "Print directly to device".
