All Mapbasic dialogs are modal - its one of the languages biggest limitations. If you want non-modal dialogs either put the functionality into toolbars, write integrated mapping (or use MapX) OR - this is a wierd one I heard of - make a map window which is made up of regions which look like screen controls.
