All Mapbasic dialogs are modal - its one of the languages biggest
limitations. If you want non-modal dialogs either put the functionality into
toolbars, write integrated mapping (or use MapX) OR - this is a wierd one I
heard of - make a map window which is made up of regions which look like
screen controls.

MapBasic is very powerful at driving a map but very likely to drive you mad
for some of the other things you might expect to be able to do.

I have made a custom dialog, however when it is up on the screen i cannot
click on the toolbars or on the mapinfo menus. It doesnt seem to want to
