It sounds like the BOUNDS of the projection are limiting the editing functionality to a particular area. In ver. 5.5 and later, there is a "Check & Set CoordSys Bounds" MapBasic utility, in ver 6.5 it is called "Coordsys Bounds Manager" Try using this tool to see if there is a bounding rectangle set on the data?
