The program you are thinking of is Encom's Discover add on program to MapInfo. It is 
fantastic and we use it all the time. Does lots of nifty things, create legends, sizes 
fonts based of map scale output, colours, sorts tables. Used in the mining industry 
for creating cross-sections. It will also "package" workspaces, search and replace in 
tables, does some 3D gridding and stuff. Have a look at their web site
