Hi Ben, Discover can do this. It has lots of useful tools in it besides feature offset. Here is a description of how the feature offset works.
You can create multiple copies of a selected object at nominated offsets in the x and y directions. The selected object can be of any type. Attributes can be copied from the "seed" object to the offset objects. Up to 10,000 objects offset from the selected object by specific distances in the x and y directions can be created. You enter x and y offsets (positive values are up and to the right, negative values are down and to the left) and the number of objects to create in the x and y directions (up to 100 in each direction).
