The cosmetic layer has no coordsys attached to it, that is it is always in
the default option of simple lon lat in degrees, with a precision of  1/1
000 000 of a degree in both directions (about 11 cms in longitude).

I always recommend not to use the cosmetic layer for drawing objects if one
wants to attain some degree of precision and avoid topological problems.
Instead, create a blank table with the precision you need and use it as your
drawing board.

I have a table in WGS 84 with bounds so the presicion drawing on it is a
grid of 2mm x 1mm.
Anyone knows if is it possible to have the same precision drawing on the
Cosmetic Layer ?. I can't do it.
