I have a description on my website on the DAT format (that is it's
differences from DBF files). You may be able to use it, but it requires
some low-level messing with the binary structure and at some point you
have to guess, because the format doesn't contain all the needed
information. The rest is in the TAB file !

A good starting point is to rename to DBF, open it with MapInfo and see
if any changes are needed. There will probably be.
