It's far from perfect, but for all its failings, this solution is 
eminently affordable by GIS solution standards.

First, pick up a copy of MapPoint 2002. If you have some
database/data handling skills which I imagine you do, this
will work well for you...

Geocode the addresses.. maybe you'll get a 60-90% perfect 
match. Export and link the output from MapPoint using Gilles 
Kohl's code:

Then merge, taking the list of rejects and submit to geocode.com (I 
think it's now TeleAtlas NA, just be sure to check if you need to 
convert from NAD27 to NAD83 or else-wise) GDT, and other 
services, probbaly Navtech is one to use...

Have fun.. I think MapPoint's present license allows all of this and
AFAIK the data vendors haven't been too annoyed (besides 
Navtech for an issue not related to geocoding) but be careful when 
treading around MapPoint.. as a Microsoft product distributing 
copyrighted data it invites abuse..
