I am trying to create a "grid" that is not necessarily square.

I have an original map of a county border with a square grid overlaid that
delineates sample areas they area interested in.  I now want to recreate
this map using a more accurate base layer but wanting to keep the grid
"positioned" over the same general areas of the county as the original map
indicated.  When I do this, the grid would change from being square, which
is the source of my headache.

I am looking for a tool that would allow me to define at least 4 corners as
the extents of the map, and a desired number of rows and columns of "grids"
to create within these extents?  By defining 4 corners would allow the grids
to be stretched in at least 4 different directions, creating a grid of
trapezoids.  Would anyone have any suggestions as to where I could look, or
an alternative method?
