Hi,

DST rules form a major part of the Global Gazetteer database. We keep this 
information up to date and it is available in a range of formats: natural 
language, HP TZ format, etc. Day, month, hour of change to & from DST.

We don't have boundary files, but look very carefully as to how they 
handle the interested areas. IME they are good on the broad sweep, but not 
accurate enough at the edges. A very good check is Texas, where time zones 
cut across even county boundaries.
