MI-L how to emphasize borderline?

Hello all,
I am sorry, if you reveiced it twice.
I am a newbie for mapinfo. Normally in a paper map there is a brighter and close strip 
along the border of country (state, region). this strip stands out of region we care, 
and its tint changes from darker to lighter.
When I create a new layout, I want to add this strip to emphasize my special area. 
what should I do?
please help.
