I have also had similar issues relating to obtaining info on the DBMS catalog. Before you can get 'dirty' with DBMS you need to ensure you have installed support for this from the MapInfo Installation CD, perhaps the DBMS Catalog tool is installed then - it is present on my install!
The catalog itself is a table called MAPINFO_MAPCATALOG and basically contains information needed by MI to display the data from your DB. You can of course create the table yourself if you still can't find the tool, but finding information about it is hard! If you would like information I will be happy to provide you with what I have.
