Only a few print/plot devises have scale and rotational capabilites built into the drivers (such as the HP 5000). A way around this is to save the file as a PDF (or write to adobe distiller and open up in acrobat). I have the full acrobat program, and when I print anything from acrobat, the print menu has full rotation and scale attributes (very handy - I can take a 34x50 inch size map and immediately scale it down to 11x17 at a push of the button without having to physically change the map).
