We used to do what you are describing, but, over the past few years, working large tables seems to work fine. In our case, we've sized the large street tables so they fit on CD's. I think you can setup three large tables with the streets (for StreetPro Display). Most of the other layers can be combined into single layers.
With that said, you didn't mention the specifics of your application, but my guess is the opening and closing of tables (I assume over a network) will slow things down more.
