Just a guess...

One way might be to write your own little activeX control that can be
downloaded by your users via their browsers - a lot easier than it sounds.

Trouble with web scripts/languages like Java and Java script is that you
cannot execute any actions (outside the browser) on the local machine for
security reasons (so launching executables is out of the question).

Normally I'd be very cautious about download activeX controls over the
internet, but if its just a local network then you might get away with it.
