I have run into this same problem. If you use FME directly to translate them you run into the same problem. The problem is with FME. I have a way around it but it's extremely time consuming. So if you get a solution to this and it's not posted to the list would you please copy the solution to me.
The way I am currently doing it is by using ArcGis to change all the items in the coverage to individual shape files one for each object type in the coverage then I translate those individually to .tab format. I am guessing there is some sort of header in the E00 file which tells FME how many records it has and when FME hits the end of the file before that number is reached it gives an error. By making them into Shape files I circumvent that but it's a pain to do. If someone knows how to change the E00 previous to translation to correctly reflect the number of records it has that would work too I am guessing. I am going to E-mail Safe Co the makers of FME to see how they say to get around it. If I get a solution from them I'll post it here also.
