  COVERAGE DESCRIPTION:

  The 'PLSFILL' layer is a polygon coverage depicting the
  township, range and sections contained in the Public Land
  Survey System grid for the State of California. Townships
  are roughly six miles square, and are numbered north and
  south from an established baseline. Likewise, ranges are
  numbered east and west from an established meridian.
  California uses three baseline/meridians, these being
  Humboldt, Mt. Diablo, and San Bernardino, abbreviated H, M,
  and S.

  Meridian, township, range, and section values are
  combined in the redefined item MTRS to facilitate relates
  from/to other tables.

  PLSFILL differs from the standard PLSA layer in that
  landgrants and other areas excluded from the section survey
  process are filled in.  The primary purpose of this is to
  facilitate the georeferencing of phenomena that are
  spatially referenced by meridian, township, range, and
  section.  Though these sections do not legally exist, field
  personnel will interpolate to determine what the section
  would be if there were legally a section there.  This is
  common with fire starts as reported by the California
  Department of Forestry (CDF).  In fact, all of the work to
  fill in these excluded areas was completed by CDF to help
  georeference fire starts so they could be analyzed with GIS
  (Geographic Information Systems) technology.

  AREA      : The area of the polygon in square coverage units.

  PERIMETER : The length of the polygon perimeter of the polygon
              in coverage units.

  PLSFILL#  : The software-assigned unique integer identification
              number.

  PLSFILL-ID: A user-assigned identification number.

  SECTION   : Section number (less than or equal to 36)

  MERIDIAN  : Abbreviation of the name of the meridian

  TOWNSHIP  : Township number

  TOWNDIR   : Township direction (N=north, S=south)

  RANGE     : Range number

  RANGEDIR  : Range direction (E=east,  W=west)

  MTRS      : Concatenation of Meridian, Township, Towndir,
              Range, Rangedir, Section.

  X-COORD   : X coordinate of the section's polygon label; most likely
              the geographic centroid of the section (in coverage units).

  Y-COORD   : Y coordinate of the section's polygon label; most likely
              the geographic centroid of the section (in coverage units).

  NOTE:  Both Township and Range store what is typically a
         one or two digit number as a 4 byte character.  This
         is to manage a few half-sections that exist in the
         state.  These numbers all have a decimal and a
         single decimal of value 0 or 5, and are
         right-justified in their character fields.


  DATA QUALITY ASSESSMENT:

  The following are subjective comments regarding this data.

  The layer is as complete as the USGS 100K quad sheets. The
  feature accuracy is good and attribute accuracy is very
  good. It also has all pertinent section information.  BE
  AWARE THAT THIS LAYER CONTAINS SECTIONS THAT ARE NOT
  LEGALLY RECOGNIZED!
