MI-L MI: Outer Join in MapInfo v7

Hello listers,
 
I am having difficulty in creating a query in MapInfo.  It is
essentially a simple outer join that can easily be performed in SQL or
Access, but I can't figure it out in MapInfo.  Can you perform an outer
join in MapInfo, or is it simply beyond the Database capabilities of MI?
If you can perform an outer join, what is the syntax?
