We put up a really interactive site based on Image Web Server and MapServer.  Held up 
all year without a hitch, delivering ~15 GB of images and 
vector data to ~1500 farmers.  The interface was an active X control as we needed to 
get the interactivity, drawing etc.

BUT, If you don't need to have large images stream down on demand, just MapServer 
works very well to deliver vector and image data in the same 
way as most web map servers.  mapServer will use shape files, MapInfo tab files and 
PostGIS natively (PostGIS is sort of like Oracle spatial, but open 
source and free).

The latest incarnation will also deliver content in macromedia flash format, allowing 
a very interactive and nice looking interface.
A open source project for this interface is kicking off, using this as a basis:

It works quite well, and the price is right, free.  Although it is not a commercial 
product, the support is tremendous.  The MapServer list is slightly more 
active than this MapInfo list, and the guys doing the programming generally answer.
