All,
here is what Andrew Dressel had sent me after I asked the same question
about version 6.5. This still works and will help you figure out where the
pen file is. We have tested this and can confirm that even a modified .pen
file is still working in version 7.0

"Yes, there is still a mapinfow.pen file in the MI Pro program directory,
but MI Pro is not reading it, as you discovered when you over-wrote it
with your new pen file and the pens available in MI Pro did not change.

You may have also noticed that when you ran MI Pro 6.5 for the first
time after installing it, the installer started up again briefly. What
it was doing this second time was copying certain user-modifiable files,
such as preferences, from the program directory into a user-specific
directory. This way, different user can use MI Pro, or any other Windows
2000 compliment application, on the same machine without overwriting each
others' preferences.

If you delete the user-specific file, then, when logged on as that user,
MI Pro will go back to using the copy located in the program directory.

So, long-story-short, you can either copy your pen file over the pen
file located in your user-specific directory, or you can delete the
copy in your user-specific directory and copy your pen file over the
pen file located in the program directory.

To find the user-specific directory, or to confirm which file MI Pro
is currently using, you can use the new MapBasic function LotateFile$()
in the MI Pro MapBasic window. Just type:
  Print LocateFile$(3)
to make MI Pro display in the message window the location of the file
it is using."

This is the roaming profiles issue again -

For example under NT the pen file is at c:\winnt\profiles\<user
name>\application data\mapinfo

If you need to supply all your users with a customised version of the PEN
then you either need to copy it manually or use the login script. If you're
using a MapBasic program then there are new functions in MB7 to help you
locate these files at run time.

Try to search your c-drive for other instances of the MapInfow.pen because
they might be placed in another place than where they were with the
prevoious versions of MapInfo
