Attached is a MapInfo tool from http://www.analygis.com/resources.htm that
is described as "Utility to convert V&H coordinates to Longitude and
Latitude and vice versa."

I've tried using the utility, and just as Tom Kay mentioned in the email
summary I sent out earlier today, you will experience a degree of error when
converting back and forth between the two.

I have a Telcordia(sp?), formerly Bell Labs I think,  database of
central offices for the US that have the fields v-coord and h-coord. The
entries in these fields are a four digit number. Does anyone happen to
know what coordinate system they might have used? Maybe some of the guys
with a little wireline telco experience out there?
