Well the question is if this actually is a OS problem. Normally the ".." means that the file should be located in a folder in a level higher than where the workspace is located. I don't know what will happen if you use "..." (3 points !!).
Maybe the reason why it's working in Win98 is that you have entered some alternative places MapInfo is supposed to look for tables. This can be done in Preferences > Directories. In the bottom of this dialog you can enter some other locations where MapInfo will look for tables that weren't found .
