Mike, the Census Bureau should be making this available this coming second quarter in Shapefile format for free download. But right now, it is quite the pricey item, because these need to be obtained directly from each state. As a result, you'll currently pay $1,500 to MapInfo or EDS for the file. We have completed files for most states, but not all, and if you need national coverage... well, you can wait a bit or bite the bullet and pay. There is also an issue of generalization here. The Census Bureau file will be much more generalized than the EDS file, so if you really need to be precise you need to spend the money. But few of our users need that level of accuracy for these particular boundaries.
