You can obtain the Average Mean Windspeed data for the UK from the DTI website. Each value stored in the database is the estimated average for a 1km square at either 10m, 25m or 45m above ground level. The data comes in an ASCII format and is structured very awkwardly but can be mapped with some persistence... It is highly informative if a continuous grid is created from the point files.
