Hello Steve,
I am not familiar with those file extensions also. But there is a website
that gives you ideas of what possible software these extensions (or any
other extensions) are associated with.
The link is below:

I hope this helps you some.
Best Regards,

05/29/2003 09:22 Subject: MI-L ADRG??? CDRG??? IMG ???
AM
Hi All,
I have a kind of vague question. A coworker has asked me to help him
import what he believes is an ADRG file into a program called Manifold
System. I am unfamiliar with Manifold System and only know that it will
allow the import of CADRG files and not ADRG. To compound the issue I
don't believe the files are ADRG to begin with, and don't know what ADRG
files are. Within the file folder I received is a raster image in IMG
format of a georeferenced area, there are also a GEN (2kb), OVR (2000kb)
and a QAL (2kb) file. There are 4 more sub folders each containing a
4kb SOU file. Now what my coworker was expecting was that there would be
a raster image (which there is) and some accompaning vector data of
streets, rivers and what ever else. Now for the question.... Is anyone
familiar with a file format that contains GEN, OVR, QAL and SOU files???
If so where are they from and what can I use to import them into ArcGIS
or MapInfo or even Manifold??? Are they vector data? The only file that
seems large enough to contain anything would be the OVR file. Thanks for
any help you can provide.
Steve
