The problem with creating the Seamless layers from the CADRG CD is that you
are required to have the CD in the drive in order to have the tab files
reference.
 
Here's what I do....
 
 
1) Create a new directory for the data I want to save to CD
 
2) Under that directory, I create a "RasterTab" directory and a "RPF"
directory.
 
3) In Windows Explorer, I select everything at the root level of the CADRG
CD, and drag it into my newly created RPF directory.
 
4) In MapInfo Pro, I use the TOC Utility, 
 
5) select the A.TOC in the RPF directory for source
 
6) select the RasterTab directory for the Raster Tabs (you probably figured
that out)
 
7) select the original new directory (where RPF & RasterTab are
subdirectories) as where I want the Seamless layers.
 
This process hasn't failed me yet, and I've gotten about 75 GB of files
loaded from about 100+ CDs.  It keeps the original CD directory structure
intact, and allows for you to have everything on your hard drive.

Went back to the beginning and I was able to load the CADRG from the CD.
Reading the A.toc file, there were several calls bacl to the CD drive so
copying the data to the hard drive did not work.
