RouteWare offers: - RouteFinder for ArcGIS (and ArcView 8) - RouteFinder for MapInfo - RW Net for both MapInfo, Arcview 3 and ArcGIS RouteFinder can be operated through menu's while RW Net is a development library and requires programming. All 3 products fulfill your requirements as far as I can see and sample code is included.
