You can get them free from http://data.geocomm.com/, but the transfer rate
is awful. If you pay for their premium download service, the speed is
great.

You can also get access to the CD's free from your local Federal Depository
Library. See http://www.gpoaccess.gov/libraries.html to find the one
nearest you. Check with the librarian first for acces restrictions (some
branches don't let you check out the CDs; you might have to bring a laptop
and make copies.)
