Thanks to Lawrence and Guy for their suggestions. As Lawrence suggested the problem was to do with a missing privilege. I prefer not to use oracles RESOURCE role, which includes privileges not required for the job, so I have a role specifically for users who use easyloader. The missing privilege was CREATE SEQUENCE.
This has solved the original problem, but I am still finding easyloader a little temperamental so I will try the latest version.
