If you use Mapinfo, I have developed at tool for converting orthophotos to vector grids. This application works by extracting RGB (Red, Green,Blue), HSV (Hue, Saturation, Value), HLS (Hue, Lightness, Saturation), CMYK (Cyan, Magenta, Yellow, Black), Intensity and Lightness, on a average basic due to a predefined vector grid. Please note that only JPG, BMP and GIF (BMP and GIF not tested) are supported. Its call R2V and can be found on my wep page under download, in a beta version.
