no. but arcexplorer is (used to be anyway) a free esri viewer. just go
download it.  i can't remember if the aep's use shape files or not. if so
you can always bring them in individually with universal translator but
won't get the "project" itself (equivalent to workspace.)

Not in MapInfo.

You would have to convert it using FME.
