Actually there is at least one MI-compatible product that will rubbersheet raster to fit vector maps:
"Projected Pixels" works for us. I don't have the website at hand but a search should turn up the source; I believe the developer was in Germany. Option two is to invest in Manifold a GIS which has rubbersheeting function built-in.
