MI-L MI Legends and Disabling Workspace

List, ---posted this last weekend...hoping someone might have a thought 
on the subject...thanks in advance!

Question 1: MI Legend Question
Here's an overview of what I'm attempting to do. I've created 2 
different workspaces (1. BigWor 2.SmallWor). When I created the 'BigWor' 
workspace I used the menu item Map>Create Legend... wizard to create a 
legend for this workspace.  If I just bring up the 'BigWor' workspace by 
itself the Legend appears. However,  I've created an application that 
first loads the SmallWor workspace and then opens the 'BigWor' 
workspace. This worked fine until I added the legend to the mix. Now 
when I run the application I am getting this Error: "expecting Mapper 
Window". When I look at the line number where it says the error is 
occurring this is what is there:

  Set Map Window NWSMap
      COORDSYS EARTH PROJECTION 1, 104
So I guess the question is how can I bring up the Legend window? Is 
there a better way? Any ideas would be really appreciated.

Question 2:  Disabling a Workspace

I'm also trying to disable the 'SmallWor' workspace from responding to 
any user clicks (pan,zoom etc.).   When a user does any of these actions 
I'm looking at the WindowId of where the user clicked in the 
WinChangedHandler sub, but can't figure out how to just keep the user 
from this workspace (or if there is an easy way that I'm just not 
seeing).   I was thinking about calling the 'Previous View' menu item, 
but haven't had any luck in getting this to work.

Hope this makes sense! I appreciate any ides, help etc.
