Yes, the layout is landscape.  And even if it was portrait, this problem seems to be 
much worse than missing just the top and bottom of the map window.

One thing you have to remember is that when you have your layout window
maximized the same thing happens to the map window. And in this way the map
window will become shaped like a landscape piece of paper. Was you layout
paper orientation also landscape ?
