That may not be always true. If you maximize a mapper, a browser or the Mapbasic window, all these windows are maximized, but the layout is not. It is maximized independently at least on MI650.
But the contents on a given frame may be affected by the maximization of a mapper if the frame was defined for a mapper that was not maximized at the time and if the "fill frame with contents" is not checked.
