If you have MapInfo 7.0 you can split an object with a polyline (Objects >
Polyline split...) 
If you have an older version of MapInfo you need a polygon - not just a
closed polyline (Objects > Split).

In both cases you have to select the linie to split, make sure the layer is
editable.
Now select Objects > Set Target
Select the cutting object and choose one of the menu items mentioned above.
