I have a city that is 'awfully' oriented, with streets arranged NW-SE and
SW-NE. That is, not oriented to the north. So all the city plan in the
MapInfo layout window looks diagonal.

I don't want to rotate objects. This is not rational because we should keep
the original coordinate system by all means. I just want to rotate the
contents in the layout window.

Is this possible? Where can I find the DTP program?

Short answer: No.

Longer answer:

For what purpose would you want to do that? A mapper included in the layout
can have its content rotated, but I fail to see the
reason for rotating a whole layout window. If it's for some sort of DTP, you
can export the layout window to raster, and perform the
rotation in the DTP program.
