Bob The only development tool for reading & writing MapInfo tables on handheld devices is MapX Mobile, which is a component for integrating within either Embedded VB or C. MapX Mobile is only for use on Microsoft's PocketPC platforms.
Just as a warning, the development of software using the embedded tools is a little more tricky that the corresponding desktop tools we are all use to. Adding the MapX Mobile into the equation complicates the issue even further due to some memory and DLL issues. We spend a significant more time than estimated developing our PDA solution - HandyGIS (www.handygis.com). If you require any further more please do not hesitate to contact me direct.
