I had a similar problem with the scale bar MI V 7.5. Layscale is the
recommended utility.  I wonder if this is a bug or if we're doing
something wrong?  Anybody care to shed some light?

Ok, I already got a solution for my problem. A colleague of mine pointed
me out to the layscale.mbx tool:

With this tool the scalebars draw fine and proper sized.
