Jay,
I went into Tool Manager and turned off the autoload for the North Arrows.mbx and, 
again in Tool Manager, exited from North Arrows to turn it off for the current session.

This removed the background North Arrow table from my workspaces and solved my problem 
where other people could not open my .wor's due to being unable to locate that file 
which was previously referred to in all my workspaces.

Perhaps it may resolve your problem?

The NorthArrow.PRF file shows up where Mapinfo workspaces and/or tables are
located throughout our directory.
What causes this and is it possible to set an option so it looks for this
file in a certain place rather than recreating it?
