Whilst you can't have your MapBasic application work standalone you could consider buying MapX. This does mean that you would have to recode your mapbasic application using MapX and a language such as VB, but since individual MapX runtime licenses are relatively cheap it could be an option for deploying without the need of MapInfo - of course you would also need to consider the cost involved in redploying your application in MapX.
Any solution you go with will involve a rewrite as Lars pointed out that an MBX file is proprietary to MapInfo.
