The double-byte fonts are required to encode the thousands of characters that make up such font sets as those used for various East Asian, East & West European, Arabic, Hebrew and maybe some other langages that I don't know of. The key to making these legible is to choose the correct font on YOUR SYSTEM to view these filenames. You may want Illustrator with an International langage pack..
