Grid Analyser is able to import Windows BMP to MapInfo grid file. It is able to extract an individual paramaters of RGB, HSV and CMYK color values from Bitmap image. So you can use Grid Analyser (www.terris.sk), if you transfer your JPEG to BMP.
And now some words to your problem. Not sure, I am right, just some idea for discussion.
I think, if you decompose your picture by HSV filter the value H combinated with V (is the value according to bitmap is shading) can to give you some information on elevation level. I have been never tried to extract DEM from bitmap, but I think somebody on the list can to help you how to compute and/or extract DEM from HSV values.
