The allow duplicate text is working, but what you are trying to do is
label a single polygon multiple times.  The allow duplicate text option
simply means that if you have several polygons with the same attribute
to allow the same label to be used for each polygon.  The workaround for
this is to split your New York polygon into several subpolygons each
with a New York attribute.  I would also like to know if there is a
better solution.
