Hi George

I have often seen the same and other problems using what you 
call "standard" (do not agree on that). I use the following packages, 
they always work and do not have any microsoft "quirks" in there:

- Setup Factory from Indiodgo Rose (great stuff): 
  http://www.setupfactory.com/site/index.php
  Price: 395 USD (lot less then i.e. InstallShield

- Inno Setup (works fine for simple installs): 
  http://www.jrsoftware.org/
  Price: free
