You might look at the Microsoft Empower Program:

You have to commit to develop some .NET stuff and say you did. You get 
then all of the .NET stuff and all of the 2003/XP stuff, support and so 
on for around 400-500 USD ....

However you have to tell them almost everything up to your grandmothers 
maid name ...
